Re-Application for Oak Bay Lodge Redevelopment
Baptist Housing has made a re-application to Oak Bay Municipality for the proposed redevelopment of Oak Bay Lodge. The proposal is for a new Residential Care and Licensed Dementia Housing community to be developed at the current location of Oak Bay Lodge.
History of Application:
- Baptist Housing is the successful proponent in a Request for Proposals process issued by the Vancouver Island Health Authority in November 2009. There is an urgent need for residential care beds to meet the growing needs of an ageing population in Greater Victoria.
- Baptist Housing's proposal included the redevelopment of 580 residential care beds in Greater Victoria, including the development of a new care residence of 260 beds located in Saanich and the renewal of 320 residential care beds in Oak Bay.
- Baptist Housing submitted variance requests to Oak Bay Municipality that were rejected by Oak Bay Council in November, 2011.
Re-Application:
- Baptist Housing has made a re-applilcation to Oak Bay Municipality.
- An independent planner will be contracted by Oak Bay Municipality to assist Oak Bay Council in their review of the re-application.
- Information regarding the re-application and opportunity for community feedback will be made available.
Why Oak Bay Lodge:
- Current facility is an ageing structure with ongoing maintenance issues in need of replacement.
- The building does not meet provincial government guidelines for complex care.
- Renovations are not financially viable or practical necessitating a complete rebuild.
- Centrally located, zoned for residential care, and proximity to other health care facilities.
- Maintains residential care beds in the community so their is the potential for residents to age in their community.
- The land will transfer from VIHA to Capital Regional Hospital District to remain in public ownership for perpetuity.
Details of Re-Application:
- Landscape: all of the trees along the perimeter of the property will be retained as will the rock outcrop at the higher elevation.
- Traffic: there will be one entrance/exit to the site off Cadboro Bay Road. There will be an exit off Cranmore Road to be used only in the event of an emergency. As per Oak Bay bylaws, all deliveries will be scheduled between 7:00 am to 4:00 pm.
- Parking: 109 parking stalls. There will be no paid/metered parking on site to encourage staff and visitors to park on the property. Currently there is 1 parking stall for every 4 residents. This will increase to 1 parking stall for every 3 residents. Oak Bay's current bylaw calls for 1 space per bed. Residential Care residents do not require parking stalls, therefore the parking variance request to reduce the total number of parking stalls to 109. There will be a provision for bicycle parking.
- Number of Beds: 320 private rooms with individual bathrooms within small neighbourhoods that replicate a home-like environment. 260 rooms will provide residential care and 60 will provide Licensed Dementia Housing.
- Building Height: majority of building reduced in height from previous application. New proposal is for a combination of 5 and 6 stories.
- Adult Day Care: there will be a provision of space for adult day care services.
- Kitchen & Building Services: moved to the lower level and centrally located within the core of the building.
